It had been my understanding of
these telegrams from Chungking that two separate proposals were involved. See my minute of the 14th May. The first the appointment of a Bitish Liaison Officer to U.s. Army Headquarters has been accepted by the Foreign Office. The second the establishment of a full British Liaison Mission with Chinese General Headquarters which would include British Civil Affairs Officers hus not yet been accepted. It is the second which is of interest to us in connection with our Hong Kong plans.
